What is the link between viscosity and quality of the oil?
It is a widespread misunderstanding to think that the viscosity of an oil also determines the quality. There is no link between viscosity and quality of the oil.
Viscosity and quality are two different concepts. Viscosity means fluidity of the oil, in warm as well as in cold ((W)inter) condition. High viscosity means that the oils is viscous. Low viscosity means that the oil is fluid.
By colder temperatures you can use a thinner oil (read low viscosity) so that the oil can achieve its lubricating properties.
For higher temperatures you need a thicker oil (read high viscosity) so that the oil can achieve its lubricating properties.
